Mark Eric Allen, 57, was arrested and charged with Rape of Child and related offenses on Thursday, Nov. 14, police said. The Phoenixville Borough Police Department aided in his arrest.
Allen was charged with Rape of Child and related offenses before his arrest after the girl, now a teen, reported him to police on Monday, Nov. 4, according to prior reporting by Daily Voice.
The girl told police that Allen exposed himself, sexually assaulted her, and attempted to have sex with her multiple times when she was between the ages of 6 and 8 years old, the affidavit states.
She was living in Philadelphia when the sexual assaults began, according to the affidavit. However, they continued even after she moved to Parkesburg a few years later.
Allen is being held in Chester County Prison on $1 million cash bail, according to court documents. A preliminary hearing is scheduled for Thursday, Nov. 21
He is being charged with:
- Rape of Child.
- Unlawful Contact with Minor - Sexual Offenses.
- Aggravated Indecent Assault (two counts).
- Indecent Assault Person Less than 13 Years of Age.
- Corruption of Minors.
- Indecent Exposure.
Allen pleaded guilty to theft charges and was sentenced to up to 23 months in prison and two years of probation in August 2019, according to court records. He pleaded guilty to aggravated assault charges leading to up to 15 years in prison in November 2004.
He also served time for an aggravated assault in 1995 and faced various robbery and theft charges for incidents in 1987, 1988, and 1989.
